Because that would be just plain dumb. Not nerfing anything because "people will be sad" is recipe for a disaster, sooner than later.

these are the people who will scavange poeninja for the least played lowest dps skills to play some hipster build and then want everything else to be on that level for them to feel better about their choice they can't stand that others are actually having fun playing the game their way

Plenty of people asked dumb questions like "why even nerf skills, just buff those that are not used".
