IMO the problem is compounded with the fact that like 90% of builds will go crit damage in the end anyways because it's basically the best/only way for most builds to scale out damage. Since you're critting at like 75% of the time anyways then it makes sense to lean into CoC since you already put in all the hard work to trigger the proc.

Jonathan emphasized PoE2 is built around tactical, meaningful combat, yet Cast on Critical is antithetical to that premise. In its current state, CoC’s total domination devolves gameplay into screen-vomit, incentives zoom meta and stifles build diversity.
To preserve the integrity of the "vision," CoC needs to be removed entirely from the game and GGG should not waste development time on a rework that will likely remain problematic going forward.
