Why not improve the core game design so SSF and Hardcore are more appealing?

People don't wana play SSF because itemization is low and based on trade.

People don't wana play HC because death is little more than probability in current design.

You're making a niche thing (Hard Mode) branched from a niche thing (SSF) but not changing the reasons these modes are not appealing to most players in the first place.
