Why gate the new gems behind lab?

Trans Gems were meant to replace Helmet Enchants mostly (and SOME alt qual gems). Thats why gems were placed in same place what helmet enchants were. Could they also add them to Heist, not just Lab? Yes. But I doubt "hesit people' would be happy, considering how cheap those gems are.

Heist rewards are already dilated enough with them becoming generic

The system is utter trash. I've done hundreds of Normal labs on SSF in the last 7 days, dozens of uber and merc labs and 1 Gift-lab. I have every transfigured blue gem multiple times but I've never seen 1 Penance Brand of Dissipation.
I've also never seen the "change gem into transfigured gem of same type" font craft. Why do we still have obscure systems in the game. Can Penance Brand of Dissipation even be converted from Normal lab? Is it an uber lab only convert? Why is it weighted so much lower than every single other transfigured gem in the entire game? Considering that every single color-convert craft lists 3 options to pick from, this is way beyond the realm of "bad luck" and distinctly in the realm of bad design. " 20+ uber labs, never saw this one. Only 'random' of same color. Have yet to get the transfigured penance or kinetic blast. HUGE amount of wasted time w/o a dedicated lab giga-speed runner. Patch Notes 3.15:

Meanwhile I played 3 characters - 3 merciless labs. Found it twice.
But dont rly care, I can just buy the gem from someone else. | |
" I've run Uber lab a similar amount of times and Merciless much more. I saw the "guaranteed" craft once very early on and not since. Yet another terrible system from GG who at every turn seem to want players to not play their game. It's both needlessly frustrating and baffling. |

" Same here. I can live with bad RNG but I've gotten over 60 font crafts in uber lab and never ever seen that craft. I've gotten the Exception Support upgrade 4 times. gems in lab would be fine if lab wasn't the worst part of poe, the layouts are bad 99% of the time, random dc's where the game cannot find an instance on the other side of a door, no portals for something that costs currency to run makes no sense - why ggg, please give this mechanic a complete overhaul - stream line it so its fun - currently its terrible.
