does elemental hit alternate between dual wand? or it uses the spell dmg from both?

ok i've never used Ele Hit before, what am I looking for on a wand for dmg while lvling?

" Just spell damage, or other generic modifiers. Ele Hit locks the damage type, so phys will never apply, and any kind of flat damage will aply only 1/3rd of the time. My builds:
