The whole curse manifesto revolved around the statement of "Hexes being weakest where they matter most and strongest where they matter least".

And now they say "No" here, about removing boss penalties for Marks. Marks should have been the focal point of above statement even more than Hexes. By this logic, where are we supposed to cast Marks if bosses resist them possibly by 66%? On random AN mobs hiding somewhere among dozen of normal mobs running near them?

Marks do not lose effectiveness against bosses, as they are not hexes.

PoE wiki has dubious wording on that, can be interpreted either way.

Since Mark skills can curse only one target, they are more suited for single target. While Unique monsters usually have less Hex effectiveness, this does not diminish the effectiveness of Marks.

I assumed they also have at least some penalty, and there are no clear numbers visible to test that in-game. If I was wrong, sorry for misinformation.

Can you comment on delve keeping curse reduction? As far as I have tested, and virtually anyone deep enough this league or the previous 4 leagues has tested, this stat no longer exists. So how is it being kept?

and even though every 4th reply on the manifesto was regarding the malediction removal on occultist, no mention of it, i wonder why

It no longer has the stat, 'Ailments inflicted on Cursed Enemies deal Damage 20% Faster." This stat previously didn't work so this doesn't functionally change anything to remove it.

...Maybe you should actually make it work? Bleeding builds are not at a good spot right now. Hopefully more changes coming in the patch notes.
