If the rewards are toned down, you aren't ever going to need to do it. You'll just do the new thing that makes a load of currency.
Sure, if you get the same amounts of rewards from mapping for one minute as you getting from setting up a ship and some map runners (which takes about a minute), I'll gladly ignore it.
It will always feel a little bit more mandatory than other types of side content, as it's passive income. It will always be ADDITIONAL income on top of your regular gameplay, which will always make it economically stupid to ignore.

I wish you weren't being such a smartass about it. I think we both agree that the rewards need to be brought down to make it inline with other content. The barrier to entry in gold costs can also be raised.
What you are completely discounting here is the gold costs, which are both a currency sink and an opportunity cost sink. It takes a lot of gold to pay for farmers, disenchanters, & mappers. So it's not really passive. Just the payout is. Using the horticrafting bench is instant. But you have to farm or buy juice to pay for it. You can't buy gold - so it is guaranteed to be a time sink and a full-time effort to acquire enough to pay for all the town activities if you want to get the full benefit.
To your point, if the costs were higher and/or the rewards were lowered, this is a viable piece of SIDE content like everything else.
IMO the only real element of the whole thing that makes this feel mandatory is that there are currently a limited number of gold sinks. During Phrecia, most people spent gold on idols -> not the town. If the mechanic has some form of gold sink then I very much think people will abandon the town and use it towards that instead.

If rewards get toned down, its will be waste of time to do it. If rewards wont be toned down, it will be "mandatory" because ignoring it is like going to maps and not picking up any loot. Its borderline impossible to balance it out for it to feel good for those who want to do it but for it to not be so good that people who dont want to do it feel like they are at disadvantage.
There is no place for such FOMO mechanics in PoE. We had few of them over years, we removed them, everyone was happy.

But I promised myself I wouldn't go all rage/whine mode before seeing how they'll implement it. But if it's even close to how it was in Settlers, I'll probably pass on this league, because of that nagging feeling of "your town, Phrazz, your town, you could be earning mirrors by doing almost nothing". But that "nothing" became too much for me in Phrecia.

I want to say they're aware of it considering they got a lot of feedback before Phrecia launch about the micromanaging becoming too much.
Fingers crossed for full automation and Kingsmarch only being a home for recombination and enchanting -- maybe boats?
I personally don't see farming staying. However, tattoos and runes from shipments could be a thing so...Maybe it does?

I do understand. My primary money maker in most leagues is Blight and I did not run it for Settlers or Phrecia largely because it didn't earn gold and was less efficient overall.
But there was also something to be said about Settlers being the mechanic for every map. It's very possible that they gave more gold in that league than they intend to for 3.26. It's also possible they make us use ores in addition to gold for some of the ongoing costs. Who knows? I think they have a lot of options to tweak the formula.
My guess for 3.26 is all of the following:
1) It'll exist
2) It'll cost more gold. Possibly requiring scarabs to get enough gold to run well.
3) It'll be less rewarding.
4) It'll require atlas passives & scarabs to get the most out of it.
5) Without #4 it'll seem so hard to sustain most will gladly ignore it altogether.

If they do keep KM They should just make it account based progress. Once you rank them up its for your entire account permanently. So, if you reached rank 11 it stays that way. You still have to find the materials to use them, but won't have to upgrade them anymore. The gold would be hard to manage till you can start mapping. The hires should be based on 1/10th your level that you can get as well. So like at level 90 you can get level 9 hires and have to be level 100 to get 10.
