To be fair, some of the stuff ppl think is put from PoE1 into PoE2 is actually PoE2 stuff put in PoE1 (before PoE2 EA release), and is now seen in PoE2.
That said, it's not even a new engine; it's the same.
So, the question is still valid - what have they done in all these years?
Some of the classes, weapon types, items, skills, and Acts aren't done.
Endgame was only developed 3 months before the EA release, and so on.

Don't forget, originally the game was meant to be an add on to POE1. And honestly, with that has changed, it feels like they probably should have stuck with their original idea.

Had the original plan been all there was to PoE 2, it could have worked. But my theory is that someone on the development team for PoE 2 (I'm guessing Jonathan) kept coming up with "Wouldn't it be cool if we added..." feature creep, until it became clear that all the new goodies piled on top of what we saw at Exilecon 2019 wouldn't fit into PoE, a game it became clear later on that Jonathan disdained.

So, while the original "vision" would've been fine, we're very fortunate that all of PoE's trash mechanics didn't end up in PoE. ='[.]'=

You're counting 0.1 reviews as well. The game was way better and exciting since it was new. The accurate metric to look at is recent reviews post patch, which is MOSTLY NEGATIVE (64 % negative)
