High CPU Usage and Low Performance in Path of Exile 2

Want to add to this, although I have had zero hard locks like others have stated, I have had four or five complete restarts of my pc. The last two were fighting the skeleton boss of act two; specifically when he spit fire. I was able to get through this fight by switching to dx11 and turning some options down (shadows, textures, etc.) I am playing at 3840 x 2160 hdr is off (was on when crash happened) Here are my pc stats.
It seems to be a cpu load issue as I ve noticed that it’s running at close to or at 100 when the restart happens.

Intel core I9 9900k
Nvidia GeForce RTX 4090
64 gigs of ram
Windows 10 home
Version 22H2

Nothing else I play causes these issues.

I'm getting cpu spikes everyting 3-4sec making the game stutter and item descriptions flicker and sometimes crashing to desktop

I've tried every single setting combination, updating every driver to newest, disabled core 0 and 1 in task manager.. nothing has worked and i am losing my mind, i just wanna play the game

I have the same specs, guessing 10700f? I'm using process lasso to check the cpu usage and when I switch zones its jumps over 100%, I've seen it at 131%.
Same Issue appears for me.
Long Loading Times or complete Freezes.
The Issue appreared on 22h2 23h2 and 24h2, so at last for me not Windows Update related.
When i had PoE 2 installed on my M2 where as well my Windows sits, i had it like 4 out of 5 Loadingscreens (PC Freeze).
Then i swaped the Installation of the Game to a new SSD and it happened only 2 out of 5 Loading Screens.

GPU = RTX 3070
CPU = Ryzen 5 3600 6 Core / 12 Threads.

CPU Usage itself is during the game normal like 40 to 55% but during Loading Screen it jumps up to 100%.

Ingame Settings Changed between DX12 and Vulcan as well as other Grafic Settings (low to high and the way around).

I knew this is the Alpha Version currently but it would be at last nice, if GGG can answer at last if they are aware of the issue or not.
same exact issue here, game unplayable. CPU at max in game yet my actual CPU is fine.
Just adding mine to the list. Intel I7 7700K RTX 3080 TI at 3840 x 1080 although the game will literally not run without 1/3 of the screen being black bars as there is no actual widescreen support anymore. ALL m.2 NVME drives and one Samsun Evo 960 SSD I put in just for a test of these CPU problems.

100% CPU utilization. And this system is such that it can run any game released in the last year at ultra settings. Tried the powerplan thing, all kinds of stuff from around the web. Last night I even reinstalled windows entirely (pita) but the processor has a 30+ ms latency at all times, but a network latency of 8 to 12 ms.

It's got to be a multithreading issue...

Adding one more I guess.

My game doesn't freeze or crashes the PC.

Was playing fine all week, this started yesterday night from nowhere.

Just insta crashes the game back to desktop with no error message. Like nothing happened. as soon as I finish loading and move in-game the game closes.

Have a pretty solid build,but from a lot of comments it's not hardware related I guess.

This week we had Poe patch and winds11 update as well. Was one of them? Both combine?

Going crazy as I can't play whatsoever.

All graphs in minimum and stuff toggled off( was max all week before)

Tried the windows 7 compatibility, tried the core affinity thing. Nothing works.
