Yup, you are right, but they are still not allowing you to pre-download.
Now do you think that it is Steam that is preventing this, or GGG?
I don't think it really matters who is causing the issue. There shouldn't be an issue like this to start with but it is. Casting blame will not fix it, if its GGG then we wont get it, and if its steam we probably wont get it anyway lol
Download standalone, or wait for the steam copy is all we can do.
That being said, this is most likely a mis-communication between steam and GGG, steam probably requires some sort of pre-screen or such for EA pre-loads Seeing as other games have done them in the past.
It's kinda weird in the first place that ggg doesn't address this issue at all and makes a statement so we all know what's going on but they don't, so they might be hiding something. Don't you think? Why do they keep us in the dark with this situation. If it's on steam just say we can't enable ea because itÄs steam who is hindering us, easy as that. If ggg messed it up i would be quiet es well if i were them.

So if its not possible to preload via steam and ggg knows about it, why does ggg not work around that issue and come up with a solution, because that should definately be possible.
There is a very simple solution: use the standalone client.
Expecting GGG to fight Steam over this is silly. If Valve doesn't want to provide content preloading (edit: for poe2) on Steam, that's their prerogative. If you are unhappy with that, complain to Valve. Or use the solution over which GGG actually has complete control, and that can be preloaded.
that is not a solution
It's not a steam issue, it's on ggg who are not enabling preload. Who knows what their intention behind all of this is but it sucks.
You definately can preload ea titles on steam, anyone saying otherwise has no clue or is lying. There were multiple ea games in the past which you could preload before ea release for example throne and liberty 2 months ago.

Many of you may not understand Steam's preload policy regarding early access. Instead of complaining, perhaps you should do some research to see if what is happening aligns with their policy. Because it is.
We'll likely get a preload 3 hour-ish before release like every single league in poe1. Unless Steam makes an exception for GGG.
Youre lying of you just donÄt know what youre talking about. Just quoting some liar doesn't make it true. Steam is noit the issue here and there is multiple evidence of ea games in the past that you could preload on steam before launch so be quiet with your false information please.

They're not keeping anyone in the dark.
They said clearly on which platforms pre-download is available and that they're working to get it on the rest - which might work out or not.
I'm like 99% sure that there is some poor sleep-deprived middle management person in GGG messaging back and forth with their Steam contact - desperately trying to somehow make it work.
But Steam only considers pre-download in specific situations as I understand it and I wouldn't have high hopes of that working out.
So instead: Link your Steam account to your PoE account and pre-download the standalone client.
Edit: Oh, and stop calling people liars. It just makes you look bad. You don't know more than anyone else.

https://partner.steamgames.com/doc/store/earlyaccess
"Early Access titles must deliver a playable game or usable software to the customer at the time of purchase, while pre-purchase games are delivered at a future date. Read more about Pre-Purchasing on Steam."
It is true, cope more
There is nothing here preventing preload...
In fact, if you even read the article linked there is absolutely nothing in it explaining that it is not possible for Early Access to offer preload
It doesn't even mention preload once
Read this part again: "EARLY ACCESS TITLES *must* deliver a playable game or usable software to the customer AT THE TIME OF PURCHASE."
this is a prepurchase though
[Removed by Support]
none of what you are saying proves you cannot preload an EA game
In fact, there already have been preloads of early access games already!
Throne and Liberty being the most recent[/quote]
Exactly. Throne and liberty started early access 2 months ago on 26 of September and preload was live on 24th so steam being the bad boy here is not the case.

another good reason not to use steam
Why because ggg messed up the preload? Why wouldn't they give us info about the situation if it wa son steam. Exactly because it's not steam who fucked up.
