[3.19] The Orbital Striker Occultist - Hexblast Chaos Ignites leaguestarter to endgame

Hi guys. Build should be updated for 3.19 now.
There is still one thing missing and I'd like some input on it.

On the budget setup, the build used The Nomad for strength and dex fixing (the flask charges were also nice to have). How would you guys solve this?
The current way uses many uniques so it's difficult to "just get it elsewhere". Dexterity isn't a roll on belts, so the only way to get it on a rare is essences. Would you be fine with essence crafted dex on a random heavy belt, with crafted str+dex like this:

NGL, I feel bad recommending such terrible items, but I don't see an other way.

Full changelog of what I did/what changed:
Build guide patch notes

- Slight buff of the budget setup with singularity, 12% more damage overall
- Added a compelte list of timeless seeds to get cult of chaos from arcanist's dominion
- Timeless jewels in pob now all use a correct seed for cult of chaos
- Reworked budget pob mana reservation to use discipline instead of malevolence, and divine blessing malevolence
- Reworked endgame pob to also use divine blessing malevolence
- Endgame pob now needs essence crafted 10% mana reservation on helmet
- Endgame pob dropped conqueror's efficiency
- Correctly set endgame and aspirational pob to pinnacle bosses in config again
- Removed ashes of the stars from Endgame pob since it is not a 40c item anymore
- Dropped Aul's uprising entirely, Ashes ends up being better with divine blessing
- Aspirational pob now actually uses a shield. Little less dmaage, but more es for divine blessing and more life
- Aspiraitonal pob weapon is now a little more realistic, as the showcased one was almost mirror tier
- Still using the reworked death's rush as it's a huge buff in most scenarios
- Fixed a wrong link in flask section

Not using kalandra jewellery. Yes +4 chaos skills with 150 life would be strong, use common sense.
Since they are not deterministicly found, it's very difficult to plan on aquiring one that'll be somewhat rare.

Seems like reliance on uniques is going to hurt this build pretty bad in 3.19.
what about new mark? is it work for this build?

It works, but meh.

The build is already quite micro intensive, sure you could incorporate flame surge and the new mark to almost double your theorical output, but in practice you'll never have the time to cast everything when our ignites only last 1.5 second.

How do you feel this will do as league starter with the unique requirements?

Do you feel its still viable? really want to play this build but the reliance on uniques has me a little concerned.

I plan on playing with Flammability instead of despair for leaguestart until I can afford a blackflame, or find one. The belt thing is a bit rough, but sounds like i have a reason to pop all those essences this league

Build is absolutely viable, yes.
If you plan on reaching maps day 1-2, plan an early currency strategy to afford blackflame (and probbaly death's rush...?), as it is usually a few exalts, and goes down to 20-30c at the end of the first week. Other than that, the other unique items are extremely affordable and should pose no problem. If a week has already past when you reach ~yellow tier maps, all uniques in the budget pob will be less than an ex total (or a divine now, I suppose).

However, for everyone thinking of leaguestarting this:

If you want the strongest build, WoC ignite, Eye of winter mines Inquis, blade trap trickster and others will always be better options than this.
There is absolutely no problem in playing a slightly off meta build with good QoL, but don't expect to compare it to the absolute top meta builds out there. Still, if you just want a satisfying clearing setup that'll get you to uber bosses, yes this is viable.

Absolutely. Flammability is a better and you'll get it at level 28 in act 3 from Maramoa.
If you want step by step leveling->midtier maps progression in a leaguestart scenario, there is one in the guide under the
Leaguestarting and leveling > Leaguestart
section.

Thanks for the info :). Definitely not interested in the most meta or strongest. Just want something fun to play and this peaked my interest.
