Capping damage is propably good design, because end game builds are reaching the point where amount of "% of damage leeched as X" doesn't matter. You can have 0.4% from a cluster jewel in POE1, it will still be more than enough. There's no difference between 0.4, 4 or 40% leech. Now with damage cap there is actually a reason to pick up leech stat on gear or tree. Otherwise a leech affix on gear is just a dead affix nearly 100% of the time.
Limiting to just 1 instance is bad tho. Hits mapper clear builds a lot cos they don't really do that much hit damage, they produce projectile spam that chain and pierce and whatnot. |

" The affix is useless; let's make the whole game bad so the affix becomes useful. Sounds dumb? That's because it is dumb. This whole balance patch is dumb. It is no longer even surprising to see the stupidest decisions possible spat out by GGG. I am convinced Chris Wilson was the brain of this whole company; at least he was able to spot bad decisions and drop them. Does anyone remember 0.2? ggg fix totem infusions if ur gonna fix totems just allowing us to use them in the first place is not enough when 80% of all interactions are broken. Do you really want us to only use arc? Because that is the only one that works.
