it's a bit sad that, after 11 years, you still dont understand the reason for it being in the game and why its needed.
It's obvious why it's in the game.
Because, they want you to play THEIR WAY or quit out of frustration.
That's it.
That's the only conceivable reason they would have exp penalties in the game.
"you're not meant to read max level" so they are going to waste your time you put into leveling by making it so punishing that a single mistake can cost you hours of progression.

It's one thing to make the game harder as you go. That makes sense.
IT's another entirely to say that the time you just spent (hours in some case) was for nothing.
Games are supposed to be fun, not a time sync with nothing to show for it.
People over 30 aren't going to sit for these mechanics for the most part. We aren't twitch-finger gamers anymore and some of us are into our 40's and 50's now and wanted to play an ARPG for the build variety, the progression and the community... not to have soul-crushing difficulty and actually be told our time was completely wasted.

There is absolutely nothing wrong for you to just leave this game you dislike and play some games you enjoy. But there is something extremely wrong with you forcing yourself to play a game you hate and bashing it every hours of every days. Just move on bro.
All the positive reviews were written during the campaign time, which is actually a lot of fun. No one of those has gotten to the endgame where this entire topic comes into play.

How about no, there are other games I can spend my time with and consequentially spend money on.
Also, that is another game. It has no bearing on this one, if you want PoE1 then you can play it right now. Making this game the same when it is meant to appeal to a larger audience, not the same 10k people, is the entire point.
Make the game better and have a meaningful highlevel progression rather than not knowing what to do post level 80.

Pretty much, a friend of mine made a really strong monk build and once he reached level 90 he simply said "welp grinding maps is boring now, cya gonna play my gachas"
He hasn't logged in once, also won't return.

It will happen, otherwise GGG would lose way too many players and this game is gonna be dead eventually.
You'll find that you will be very disappointed with some of the upcoming patch notes, changes will have to be made. Go play hc ssf if you want a """challenge""" when they inevitably revert back to 6 portals per map, and the exp penalty will most likely be changed to only apply after lvl90 btw so that will be a very welcome change by the majority of the playerbase and community.

I left a positive review, twice , & still I believe the game needs way more balancing lol
