Vine Arrow slow is not applied

In POE2. The "Vine Arrow" skill reads

"Vines attach to enemies within a 2.4 metre radius"
"Vines slow enemy movement speed by 40%"

The tutorial video also announces a slow should be in effect.

I can both visually see the debuff applied on the enemy and that vines are attached to enemies but they are never slowed.

There are also other reports that only one vine can be attached to enemies, indicating that multiple casts aren't effective.

This reduces the viability of a poison build :(

Yeah, same problem for me - Vine Arrow slow effect was working fine in beta, and it doesn't work in EA.
No slow applied by Vine arrow

Ok I thought I was crazy. Yea Vine arrow is not slowing
Wow can't believe this is the case. I want monsters to be slowed so I can hit them. They run out of the pods because they are not being slowed.
+1. The slow and poison effect are both unnoticeable for me.
Yup same here. Was gonna make a report but figured many others noticed as well. If it slows it is definitely NOT 40%.
Same for me - at the dreadnought area and the mobs are not getting slowed, or maybe ~10%. Even you the support to increase slow effectiveness it is barely noticeable.
I can confirm too. Was wondering if I was crazy or if the monsters are just that fast. Then I tested it properly and it just does nothing. Please fix asap, that crowd control is sorely needed!

+1 from me. Additionally the support gem Bursting Plague, which is recommended for Vine Arrow, does not seem to work with it.

If I poison a monster with Poisonburst Arrow supported by Bursting Plague and kill it with a basic Bow Shot I can see the Plague Burst.
If I support Vine Arrow with Bursting Plague and kill a monster that is poisoned and attached to a vine, it does not burst. Even if the vine pod was in the poison cloud as well as well.

The text of Vine Arrow says "poisoned by supported skill", which means that the poison must originate from Vine Arrow to activate the burst from Plague, which would imply, that a poisoned pod for the extra damage, also should poisons the monster, which it does not.

If the intention is, that Vine Arrow has to poison by itself, but needs another support gem to do it, that is entirely too much hassle for the functionality and misleading to recommend the plague support at this stage.
