No performance fixes?

I can def recommend more RAM.
I went from 16 to 48 and it has helped a lot.

lol stop lying it literally does noting for games you dont get any more fps if you got more than 16GB ram unless you for some reason open 3 games at the same time in wich case you would run out of memoryy with just 16GB and would see fps getting lower

if my ram usage was ever over 70% i'd jump on that, but it is hard to justify buying more ram when my system already doesnt use what it has.

May not improve FPS, but you will definitely notice when switching between apps, or when you try to run Path of Exile next to a browser and whatever else you may run at the same time (Discord, Spotify, Outlook etc.)

Not having enough RAM means your PC will have to use swap space on your hard drive which is much, much slower than RAM is

Speaking of which... in the past Windows used to swap even though there was technically enough RAM. Maybe you can tweak this setting?

Yeah I hoped I'll read something about performance issues in the patch notes too, and I, too, was disappointed.

I'd say MULTI-THREADING BUG is the most important problem PoE has for at least a year and it still not addressed by devs.

And loading screen is over 30seconds on NVMe is insane.

You write about stutter, you most probably has a case of multi-threading bug.

Read about how to create power plan with CPU C-States disabled on tech support forum, it will fix your problem.
