What is An Open World Game?

Far as GTA and Cyberpunk are concerned - you do missions inside a large city ripe with crime. You can drive and steal cars, purchase weapons and armor. I know you may not like the title. But just watch the GTA V is better than Cyberpunk video(es). One city is interactive. The other is not. Interactivity = Openess. It has far less to do with size and it definitely has less to do with skill trees or gear mechanics.
Learn what open world means. It means freedom to engage the content instead of the content being structured. It has nothing to do with interactivity. Make a walking simulator in a plain without the ability to interact with anything - it is still an open world game.
if u have the original skyrim, there is a mod/game called "Enderal Forgotten Stories". bigger(?) thank skyrim, carzy story and overall better imo.

People tend to overcomplicate things and be overly philosophical. Open World is a big map that you can free roam non linearly and that's it. How the open world is used is another story and how good the open world elements are.

Cyberpunk is very much an Open World game, but a TERRIBLE one in that regard. But it is a pretty good story driven game.

As for Red Engine, do not know. It does some things REALLY well, while it is attrocious at others.
