So I think a better, more fair way of stating your position would be: "The FBI claims it started its investigation on July 31, 2016 due to receiving allegations that month from Australian authorities about a May 10 meeting in London between Australian diplomat Alexander Downer and then-Trump aide George Papadopoulos, in which the Australians alleged that Papadopoulos told them Russians had dirt on Clinton. Because Christopher Steele compiled the Fusion GPS dossier in June 2016 and is known to have briefed the FBI on it in July 2016, it's not certain how much each of these factors had to do with the opening of the investigation, but I still believe Comey's FBI, especially when it tells me things I like to hear."

So it's more a case of an institution that you know has lied to you in the past, and not a little white lie but a thousands-die kinda lie, but you've totally forgiven them now and you believe they wouldn't lie to you again. Looks like Comey lied under oath (quelle surprise) because Australia told the FBI what Papa D said in the end of July, while Steele had a first meeting with the FBI several weeks beforehand.

But even if the Steele briefing happened first, it's not clear that the FBI didn't prioritize the Australian allegations in its rationale. Ultimately either claim is an attempt to mindread FBI leadership. I think the most honest answer us that BOTH influenced opening the investigation, and the official reason given was the Australian allegations (for obvious optics reasons).

Steele met with the FBI on July 5th as per the source you linked on the page before. The investigation was launched July 31st. Australia told the FBI about Papa D after Wikileaks started releasing the emails, which was on July 22nd. So somewhere between July 22nd and July 31st Australia told the FBI about Papa D.
