"Cast speed in the Witch and Shadow starting areas has been reduced.
The mana and mana regeneration path in the Witch starting area has been modified so that all passives provide mana and mana regeneration. The mana regeneration on the Energy Shield and Mana Regeneration Witch starting node has been reduced. The elemental penetration on Heart of Flame, Heart of Thunder and Heart of Ice has been reduced..." Great patch, love it. When something is nerfed/buffed, this means there was a reason to do so.
Got a question, tho. What about CoD? Is it going to be legacy, or they simply remove the "When hit, 10% of Damage is taken from Mana before Life" from all existing items? IGN: RichMightyWitch

" I feel the same way. I can't tell if it's worth playing this league/patch or not, but the widespread hits to basically EVERY form of defensive mechanics/items in the game just makes me cringe. This is so strange: I am usually super-excited every time new leagues start and I get to read the patch notes to see what's coming...but I had the exact opposite feeling after reading it for Torment/Bloodlines: a sinking feeling in the stomach wondering what the hell did I just read. Etc thoughts: Even though I never owned an Acuity, I feel sorry for anyone (including possibly myself) that will never get the chance to equip such an awesome item the way it was originally made. Now it's barely an improvement over the keystone, and even if regen is factored in, it's still *sadface*. It's not like most people were able to do Uber in the first place, now her prime drop got a nerf only one league in? Where's the point of getting that crazy good drop for running a crazy hard boss? Or did I miss the flier where suddenly Uber became trivial? I hate the nerf to the crit multi gem. It's been raped, and it's not even fair. This seems to be GGG's way of reducing DPS across the board, and while it might work, it's going to piss off alot of people along the way. Just so many little nerfs here, I won't bother writing on them all. It's just really really unfortunate we have to go through this. Maybe somehow drop rates for good uniques from bosses will be up this league to compensate for the "everything is shitty now" factor that 1.3 seems to be incorporating. " Actually, it's not at all the same. Nerfing a high performance build doesn't make a low performance build perform any better. It just makes it appear less bad in comparison. It's not at all the same thing. That said, I'm not commenting on the balance of this patch here. Just pointing out the fallacy in this line of thinking. |

" That's what I've been saying, nerfing crit/block doesn't fix melee still being shit in comparison to caster / ranger builds but most of these retards here cannot realize that because they are too busy calling people crybabies. |

Great patch notes! I for one like the balancing process of this patch and that the game gets more difficult to progress through.
But i must add that you might have gone a bit overboard with block, both in regards to base shields block % and some items like BoR. Increased critical damage was probably a bit to much as well, overall though these patch notes makes the game more interesting again! I would like to add that it would probably be better if you change vorici and toras crafting options to either choose between hybrid or ipd rather than disabling hybrid completely. Furthermore i wonder where the nerfs to flameblast are? You should have slapped that into the patch as well. Thanks GGG, you have my ongoing support! P.S. One thing i don't like is the apparent reason for some of these nerfs, pvp. The pve environment should not be touched for the sake of balancing pvp as they are two completely different entitys. Finally I'll be free of this game !!! Thank you GGG that destroyed the defencive mechanics and killed my interest in the game !!! After 1.5 years, which I spent on Poe, a spit in my soul by the developers is the perfect completion of my gaming history. Fine, just fine!..
