ah nvm its all late game stuff (both are lvl 84)

Both of those uniques can be dropped lower levels aswell. The reason they show so high level requirement is because of the inherit skill gem ability. For example, if you find that helmet in a zone that has monster level 20, the skill gem level on that item will be level 6 which makes the item equippable at level 20.
