Amazing! I actually like this direction of unique reworks: uniques in POE2 almost always worse than good rare, but if they have actually usefull build-enabling (flask and charm nodes build in this case) - they are actually uniques, desirables and wanted prize for hard effort. Alongside with new unique reforging (level upgrades) showed in 0.5 patch teasers before - this could be really league, when uniques are not garbage anymore!

Many uniques r perfect only for leveling or niche builds - like they also should be.

Sure, there r uniques that r just useless cuz they dont offer anything extra, but i doubt its most of them and for sure its not 99% of them like many ppl r saying.
It should be exciting when uniques drop. Especially in the campaign. Most uniques are worst than mediocre rares even in the early game. That is an issue that needs to be fixed. I think having the ability to level them up is a start. The vaal mechanic for swapping modifiers is also a very creative way to remove negatives. Stealing modifiers via the new rune is also another way to add serious depth.

it will be hard in-devour but keep it up and dont just leave most low tier uniques in trash bin (where most of them belong for now)

Have you counted, or is your 'doubt' just from a feeling?! There are less than 10 uniques useful for lvling(as in you don't use them just cause it's the highest weapon damage for like 3 lvls). Overall maybe 20 get used in endgame builds. 99% might be a hyperbole, but 90-95% is absolutely accurate.
Improving 2 uniques that have seen NO use is good, though I doubt that the new versions will see much play based on current information.
