Sure, but now you've spent 40C more to trade off at least 6% MS and 500+ ES for a theoretical maximum increase of 10% single target damage. That's not a bad idea, necessarily. So from this table it seems CDR of both boots and belt gets you from 9,1M to 10M (since we all have 19% already from the gem). People were saying you lose half your single target damage without CDR. This is just 10%. Not insignificant but not essential either.
