Yes, you're right although you're off about the cost by a lot
1. Spam Alts until you hit T1 Dot multi and you can delete the remaining mods after you regal
2. Craft a resistance and Augment the element you crafted resistance on to get "Adds # to Fire/Cold/Lightning" Damage
3. Do this 3 times to block the prefixes
3. Craft Cannot Roll Attacks as a Suffix (1 Ex)
4. Use "Add Influence modifier", these generall go for 1 ex - 1,5 ex. You want to hit "20-25 % faster Poisons" there, by using "Cannot Roll Attacks" first you block all the attack suffixes like "Chance to intimidate Enemies on hit"
This has a 5 % chance to give you the desired mod, each reroll "Remove and add a new Influence modifier" costs about 2 Ex so hitting this mod alone will cost you 30-50 Ex on average
5. Once you hit the faster Poisons mod you remove any Prefix and Augment Attack, this has a 50 % chance of hitting the Elder Poison or Bleed mod which both are Attack modifiers but do not honor "Cannot roll Attack mods" from metacrafting
6. Free another prefix and Augment Chaos, since an Elder base gives you lots of additional chaos prefixes you can use "Remove + Add Chaos" until you hit T1 added Chaos damage
7. Free up the last prefix to craft 40 % Dot multi
8. Augment a speed modifier as your suffix and reroll until you hit 17-19 % attack speed, keep in mind that Projectile Speed is considered a speed modifier and T1 attack speed has a low rating. Since rerolling speed costs about 2 Ex hitting the Attack speed alone will cost you about 30-50 Ex again (4,5 % chance of success at 2 ex per try)
First of all, I want to say congratz to you for your bow is the undisputedly best poison bow for Scourge Arrow.
Second, thank you for giving a very detailed guide on how to craft your bow. Appreciate!

Question:
Previously, the Elder's poison prefix didn't have an attack tag, so we could add it by blocking attack mod and augment attack. However, the Elder poison prefix now has an attack tag on it as part of the changes brought forth by the latest patch.
Could you confirm that you still can craft Elder's poison prefix by blocking attack mod and augment attack?
Got idea about it.
Alt spam t1 DoT multi.
Block prefixes.
Cannot roll attack.
Now use augment influenced. And remove/add influenced or remove phys aug influence ( a little cheaper than remove/add aug ).
Craft t1 speed, prefixes, it's pretty much trivial especially if you have completed previous step.
It is still a LOT of currency about 20ex getting both t1 multi dot and faster poison alone. It is 500/8200. Also if you are ok with t2 faster poison it is 1000/8200. Btw what do you think about culling strike on bow? I feel i just won't be able to play without it. It basically allows us to skip 10%. 10% when we have spent all our flasks, when all boss mechanics are at full force. And we have no place to socket culling strike sadly. But if you are also ok with culling strike is become 2000/8200. Although if you want culling strike it might be easier to just do elder base without hunter.

Thanks a lot for the guide. I've decided to do a little budget here. I'll use culling strike instead on faster poison. Since faster poison gives great QoL but no actualy damage i think i'll be fine without it.
i got my max resist sorted, im just talking in general.
i nearly have T1/ T2 resists on my gear and im still low. am i missng something
i calculated it and i will make it but only if i get every like reaaally high.. it feels weird, i see other builds on poe.ninja without that much resist on their gear.
so i wanna get elisive and tailwind booties, so i got room for 1 more fire and 1 more chaos res and i should be capped...

I did this craft on Sunday/Monday so yes, I think only the interaction with "Additional arrows" etc. got nerfed, the Poison/Bleed mode thing still works, I even tested it on an Elder base first before I started crafting.
Could someone help me out with some tips? This is my first Scourge arrow character and maybe i'm just not playing her right yet, but the single dps seems a bit too low. I'm not sure if its because of gear or playstyle

Just took a quick look at your profile's PoB. You have around 3mil Sirus DPS. If you feel DPS is low, it has to be your playing style. I'd suggest that you take a look at the tips for single-DPS such as the routine playstyle with Blast Rain and SA and properly spread the pods around the single target. Also replace Knockback by Increased duration against bosses.
In addition, you are wasting 3 skill points around Perfect Agony. Spec to Acuity to cap your hit chance.
You are only at level 77. You should give the build and your char some time to grow.

Ah thank you so much for the feedback! I was really hoping it was just the playstyle. I've spent a lot of time crafting for this build hahaha
I started using dying sun for mapping. It is mostly useless for bosses but feels REALLY nice mapping. The extra 3 projectiles (because of flask effect) is good, but the real attraction is actually the area. We have no area scaling that effects the poison prolif radius, but dying sun does.
It honestly starts to feel like ed/contagion with the area gained from the dying sun.
I say it is mostly useless for bosses, but 5 arrows does let you get better clumping while staying at range. For the most part the spore pods clump up on your cursor even if you're positioning your cursor far from you when you shoot. So it can be nice when an abaxoth or something spawns that you'd like to range down (if it doesn't die instantly from prolif).
