I am going the barrage route but I feel like I'm lacking damage, the survivability seems fine. Can somebody maybe look at my character and give me some advice on what to upgrade next?

Non-chaos to Chaos craft and pray. 50/50 shot it removes the Stun Recovery or the Fort Effect.

Can anyone who is currently playing this build let know how this build fares against legions? Can you reliably clear all sergeants/generals before the timer runs out?

For Scourge Arrow it depends on the layout and if you have an explodey chest or not. For reliably clearing Legions, that Explode mod would be recommended IMO.

Ya I tried without explody chest and it was meh at legions.
Afterwards it works. It's no fire BV with a HH but it does the job quite well. I've dropped out some of the insane tankyness for more clear. T15 with Legion scarab + Legion zana mod https://www.youtube.com/watch?v=J_utU0dEBp8 | |

I've been considering trying this build out once I build up some more currency (which seems particularly difficult for me this league.); I've just recently had this bow show up in a ritual, which feels like the game giving me a sign:
 How possible/realistic do y'all think it would be to turn this into something special? |

Is this bow worth using / any advice on finishing it (other than chaos dot multi)? It's missing inc poison and extra proj, but I'm hesitant to throw out T1 aps and T1 chaos |
