This is how I rate this item:

1 -- The base item is not the best two-handed axe.

2 -- It is not five or six linked.

3 -- The increased phy. dam. is low.

4 -- The adds fire dam. is moderate, but I'd really want more.

5 -- +4 life gained per enemy hit is low.

6 -- +59 to accuracy rating is low.

7 -- Damage penetrates 5% of elemental resistances doesn't look ideal for this axe to me.

8 -- 24% increased damage with bleeding only matters if you're somehow concentrating on a bleed build.

If I identified this item I'd vendor it on the spot.
