" [Once we have at LEAST 14% Increased Cooldown Recovery Speed from our belt or boots, the maximum CoC triggers per second become 7.57, as explained by the post i linked above. Nothing really changes for cyclone aside from the range (we are not affected) and the damage (we will be slightly affected). The beta patch notes including the attack speed/movement speed reduction were from late July and were fake.
