The craft is not a 'support' and will only proc if you hit with the wand itself, ie. Default attack. We realised this last league and it's no longer in the recommendation. As long as you use a 3 link wand and a 6 link pledge, and put raise spectre in the same socket position in both weapons, ie. Socket 1, you'll be able to weapon swap without despawning them, even in a map. Pledge is a lot better than wand & shield only if you are using SDs. I find that other spectres feel much weaker in the pledge. And because it's a hybrid build, you can get eHP pretty high.
