There's a couple of things you look for.

Damage % (Over 100 is ideal)
Life % (Over 100 is ideal)

Then look at the attacks. You're looking for attacks that are 1 second or less, and have good raw damage. Then, which ones are spell, or melee based.

Finally there are nuances in the AI you want to look at. Do they run around like chickens with their heads cut off, etc. Do the spam abilities instead of attacks.

Make sure to click on spectre profile. Many monsters actually have different stats for monsters and spectre.

You need to look at % life, % damage, attack time and skills at the bottom.

Attack skills have no damage value, but they sometimes have mod like 'deal 200% damage'

Spell skills have deal x to y damage. Look at the cast time.

*You also need to look at lua for crit chance. All minions have 5% base, but some spells have extra crit. for example baranite preacher ball lightning is 32% crit.

In 3.13, we want a spectre with around 300% life or more.

Spell spectres are easy to understand. DPS is just damage divided by cast time.

Attack spectres are % damage multiple by damage mod divide by attack time.

Cast time/attack time is also import because you want to know how soon they cast/attack again.

Some monsters have huge damage value, but the attack time is 2.5s. So they only attack every 2.5s (useless).

Also look at the skill tags like 'projectile' 'area' 'trigger'. Sometimes they have no tags.

You can also check AI script to understand how they use abilities.

Whats your take on mage skeles? Does they seem like a decent bossing ramp-up? Cause the buff is pretty substantial?

Question: Will there be a problem because of the lower RS level when its comes to threshold? Because the map monsters are so far above the RS level?
I think now hitting gem level ~lv30ish will be mandatory. According to poedb minion scaling stops at monster lv.84 or something like that. Before the nerf it was easy to reach.
Maybe +2 corrupted chest, +3 elder helm more mandatory in end game now?
I posted earlier about taking alternate ascendancy nodes. Drop Mistress of Sacrifice and for life pool ~150%ish spectres like SD, take Bone Barrier.
For ~300%ish spectres (like FAS which I am about to play), take Plague Bringer for damage.
I really want to know what you think on this. Even if it's me lacking some understanding of the ascendancy, please correct me.
Plus it's not your post's problem, this game has too many necro haters. I watche the post grew from 800 likes, I say it got more dislikes than you think. Most people saw the world spectre and click thumbs down without even thinking.

The nerf is mainly targeting low life% spectres and support spectres. I believe a majority of spectres are still playable. It's not the end of the world.

I was checking PoB and thought that taking Bone Barrier instead of Mistress of Sacrifice will improve the current situation.
Bone Barrier

Grants Level 20 Bone Armour Skill
1% additional Physical Damage Reduction per Minion, up to 10%
2% increased Recovery Rate of Life and Energy Shield per Minion, up to 20%
Minions have 20% more Maximum Life

Reworked Mistress of Sacrifice

40% increased Skill Effect Duration
Your Offering Skills also affect you
Your Offerings have 50% reduced Effect on you

Mistress of Sacrifice has received two major nerfs in a row. I personally see less reason to take it. RS necro does not rely on skill duration that much like ED+C and some other builds. It's true that Mistress grants Bone/Flesh offering buffs, but Bone Barrier also gives both you and your minions defensive benefits.

Take Slave Driver for example. The nerf from lv.76 to lv.72 is 20.83% less max life, while Bone Barrier gives 20% more max life ;)

Also, the granted lv.20 Bone Armour skill saves you a whole gem slot. I see your current setup is using steelskin, but Bone Armour is simply a better steelskin (both takes 70% dmg, total 2209 dmg, 3s cd, but bone armour applies to you and all of your minions).

With Steelskin gone, I think a new setup can be:
Trigger Wand: Desecrate - Offering - Tempest Shield (take away spell cascade)
Shield: CWDT - Immortal Call - Withering Step (or inc duration)
