Also does this ring work with the mark of the shaper? specifically the increased elemental damage with attack skills?

Does the boot enchant "adds 1 to 160 lightning damage if you haven't hit recently" have 100% uptime since kills are from pen only or does it proc all the time?

No, not with arc, bl and lw since they don't "attack".

Going from the Wiki, which may not be updated with the current enchants, I believe the 1-160 lightning damage is for if you haven't killed recently, not hit or been hit. I, and the Wiki, may be wrong though. That could be OK for bosses so it's a relevant enchant, just not optimal.

Is Zaphir's last breath needed for this build. I just got one last night and wondering if using it would help?

I am absolutely loving this build. I play on Xbox and this build translates extremely well with a controller. On the high end of this build (where my gear is at currently) it handles Bossing, mapping and especially delving easily and smoothly.
