After some quick math, it comes down to this:

Elementalist:
+110% increased damage on average (this includes Pendulum swings)
+15% penetration
+0.5% leech
-8% reduced elemental damage taken (against multiple hits)
reduced mana reservation for Herald of Ash

Scion EleSlayer:
+80 BASE Int (+106 Int total with WI and belt; MAY be worth using Perandus Signet again for even more)
+2 skill points
*27% MORE damage (this includes Culling)
+perma leech

I don't think permaleech works with CI though.

Ghost Reaver - from wiki (as of 3.1):

"
Interactions
The Slayer's Endless Hunger ascendancy point does not work with Ghost Reaver, as leech effects will stop at full energy shield."

too bad :( but still elementalist looks promising

Well... it looks like we have a new winner! 80 base Int + 2 points are easily better than 110% inc dmg. 0.5% leech won't matter, both classes will have to use Life Leech anyway, but perma-leech is awesome. 27% MORE damage is definitely better than extra 15% penetration, there is already a lot of penetration. Small defensive bonus against repeated elemental hits and probably 1 less skill point to reduce mana reservation to incorporate Herald of Ash without losing AA and Purities, or not having to spend 1 socked on Enlighten - that's what Elementalist has on the Scion. But the Scion stuff looks more interesting!

Scion only gets 12% MORE damage in comparison with Elementalist, since Elementalist will also run Herald of Ash with 25% increased effectiveness, resulting in a 12 * 1,25 = 15% MORE modifier.

Oh bummer! You meant Brutal Fervor, but that doesn't work either according to the wiki.

In that case, Ele+Inq is the best option.

EleScion gets 17% MORE from HoA, and both EleSlayer and EleInq get another 10% MORE mod of their own, taking the overall bonus to 19%.

19/15 = 1.27, i.e. the Scions will get 27% MORE damage than the pure Elementalist from the multiplicative mods.

I guess you are multiplying the 17% More from HoA by 1.1 (from Slayer/Inq) to get your 19% overall bonus (17 * 1.1 = 18.7). I think the correct way to do it is 1.17 * 1.1 = 1.287, so a 29% overall bonus.
Then next thing you do is divide both percentages (19/15=1.27) to get to the 27% difference. Wouldn't the correct way be to divide the multipliers: 1.19/1.15 = 1.035 so a 3.5% difference in damage?
Or, with my numbers above: 1.29/1.15 = 1.12 so a 12% difference.

Hello, since you are revising your build for the upcoming ascendancies, you mind me asking why you are not self-casting Ice Storm?

It seems a bit odd to me that noone likes to self cast it using totems and triggers...

What about duration nodes, since you have fairly high base duration of Ice Storm, would that be worth it at all?

Also, for your CI needs, I think AscendantEle/Inqui is (not by far) the best option at the moment.

Greetings

because the manacost of selfcasting is something like 111 mana while cwc+sr is negligible.
