Ranger - [3.9?] Sidefx Frost Blades - Hyped for Support + - Forum

They steal charges, so enemy must have charges i think. I got this passive, but i dont see any endurance charges for example. Btw. you think ToA + Ele focus works only with freeze chance from claws, or every source of freeze chance?
