There is Conqueror's Potency jewel tho, so 38% total effect from tree for +2 on both flasks. I believe the flask effect rolled on flask is additive with the ones on tree so that should make only +1 for a total of 9 on one of the flasks. shield all the way. tempest shied would benefit your build even better with shield. a CI with dual wield is only good for flameblasters. "You have great power. You're right to be proud. A shield will be best in slot for almost any caster, a good one will give you everything you need in a single item. Damage, energyshield, resists and block. While duel wield will give you nothing but deeps, if you want some sustainance with as high damage go shield. But skills like flameblast or in this case storm call, having another scepter with penetration and block pen can mean the difference between a kill and the guy getting away. I think it's preference in the end. You still get 15% block from dual wielding, so you're losing about 10% block and significant ES to gain massive damage (a lot more than a shield would give you) and additional block pen.
