" If you for example tested it with your RT toon vs a toon with 40% total block chance and all the skills then there is 13% block remain if you had 27% pen, 0%block with 42%pen and 0%block with 65% pen. Now 13% is kind of low chance to block so in that case again vengeance was the one trigger that was working more than the others and the difference in triggers wouldnt be so big for anyone to notice. (i still havent seen a solid answer to this so i still believe the flat reduction is true) wait i tho %Block penetration was MULTIPLICATIVE not additive, for say 27%pen against 40% block is 40-(0.27 x 40) so it will be -10.8 subtracted from 40% = 29% block not 13%. I apologize for that mistake since i trully believed it worked the way i said, maybe cause i wanted it to work that way. We never actually got any official answer to how the block pen works so i guess im to blame for this assumption. No need though to derail the thread's purpose. Keep it clean. Thank you. " Nothing against you Tommie, but I also think Cyclone is way too strong and fast now, even in HLD. You know you can kill 10k ES in arround 2 or 3 seconds. A 1H char without insane block and/or Aegis with, lets say 4-5k life isnt able to fight cyclone in melee range. Only chance is to stay out of cyclone and fight with Lightning Strike for example, else you are dead in a wink. A check at the HLD EU 1v1 ladder shows this easy. Just because there is 1 high up there doesn't make it broken. Where are all the other cycloners then? I've heard alot about me and MUlla are actually few of us 2handers that are currently good. There are like 4 EAs on the ladder too, that doesn't say anything either? But you can also make a incredible Tornado Shot, look at ...Bums. This still dont change my mind that Cyclone is doing way too much damage now.
