Arbiter of divinity didnt unlock top atlas tree

For me it did not unlock just visually
Try specing towards the locked point, I was able to spec past it, even though it was visually locked with a tooltip "Defeat Arbiterr first" |

If you're reading this, its a visual bug.
Just allocate the points and it works |

mine also did not work and i am stuck in not being able to finish the zone for the atlas points.
