Game Crashing on startup

Hello all.
Yesterday, my PC crashed quite badly, to the point where I had to reinstall windows to get it to boot (I wasn't playing PoE at the time). Apparently it was something to do with a semi-corrupted/non-functional hard drive, but it all seems to be working now.

Now, after I've redownloaded steam and PoE (both through the steam client and standalone), and whenever I launch it, it crashes to desktop. A black screen comes up, the icon is in the system tray, but nothing happens on the screen (no GGG logo etc)

I checked out the logs, and there's a line of note that says:'D3D12SerializeVersionedRootSignature failed (-2147024809) unknown error: Unsupported bit-flag set (descriptor range flags 10004).

I saw another thread suggesting that there was an issue with the config file, and it was trying to launch with Vulkan instead of directX, but when I went to check the config file, (my games/Path of exile/production_config) it was completely blank.

I have no idea what to try next (I've verified files through steam, it says they're all good), but I'd love to have this resolved before league start.

Thank you all for your help.

This will have wiped everything else - including drivers.

Have you specifically downloaded & installed the likes of your graphics driver, chipset driver, etc?
Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.

I've updated my graphics driver, but not chipset driver. I'll try that now, thanks.

No worries.

It might be worth finding the page on your motherboard's manufacturer's website for the specific model you have, and downloading all of the drivers listed for it there & installing them.

Just installed the chipset driver, and it hasn't made any difference at all. Same crash, config file still empty.

oh, sure. How would I find out the motherboard manufactor/details? I've used dxdiag to access the CPU and GPU details, but I can't see motherboard details there
Where / how did you buy the computer?

It was a hand me down/gift from some friends about five years ago.

That's now been updated too, still no change.
Thank you for the help, by the way, I appreciate you taking the time to help me.
