It's the disgraceful posterchild for something that was bad even before POE2 went live and one of the few things that hasn't shown signs of improvement or catching up since then.
Low level support will be able to quickly send 1 or 2 preliminary messages out to get information. After that the wheels fall off the process because everything will need to go through a senior staff member who is either overwhelmed by the number of account recovery requests being processed or has some other tasks that take up the majority of their time leaving account ownership issues as a very low priority task. Regardless of what is the cause the reality has been 4-6 weeks between each message sent on GGG's part and 4+ month resolution times.
I was surprised by the official emails because now they reply to my emails every few minutes and ask a lot of questions to confirm my account status. Now they are communicating to restore my account. I would like to thank the official team of POE2.
IF you actually get your account back soon, please post here. Previous people have reported a few fast emails at the start before it stalls out waiting for people who're really slow.
