Poe2 Endgame bugged / Citadels do not spawn/appear in the endgame map at all

If you have incompletable quest "Speak to Doryani", than you character is bugged and citadels won't spawn for that character no matter how hard you try. You see, he's not at the right part of main storyline to have citadels just yet.
There is a workaround. Most likely you got your game bugged by creating a new character after reaching maps (waystones) with another one. That first character of yours should be able to spawn citadels for you. All you need is to reach a tower next to an undiscovered area and complete that tower with your first unbugged character. Just zerg to the top of the tower using a level 1 map (you can always buy one from Doryani npc). Then carefully observe newly discovered area: it may contain citadels. They are not guarantied, of course, but at least you have a chance.
Switch to your "citadel opener" for every tower next to "fog of war". Enjoy the game and don't forget to thank the devs. They did a wonderful copy&paste job carefully preserving every poe1 bug and creating a bunch of new ones to make it look like a new game.

Finally found my first citadel today after having multiple 90+ characters and doing god only knows how many waypoints.

I didn't do anything as far as I can tell to unbug myself, but I can only think that it was a bug as I can literally watch streamers get them relatively commonly.


Now I guess I see if it takes me another 2 weeks to find another.

Exactly same , i clean a lot of tower , map , and still no citadel...

It is absolutely mindboggling that there has been no response to this issue that has been there since day 1. We want to complete our atlas and our atlas passive skill tree, but cant. Im very close to saying fuck this shit until it has been fixed. Way to go "focusing on endgame" when one of the most exciting parts of it is bugged and impossible to complete. 2 characters lvl 90+, not a SINGLE citadel, HUNDREDS OF MAPS. GGG HELLO?!

WTF this was an issue? I thought I was just unlucky.

Yeap still having this issue I am unable to get citadels due to having the speak to doryani quest open despite it being done.

Yup have the bugged speak to Doryani quest on my second (and now main) character. So I guess i can't do citadels V_V.

Im at lvl 93 haven't found a single citadel either. No clue how many maps i cleared but I'm way far from starting point.

This my second character, with the first i never finished act3 but that char isn't on the speak to doryani quest.

My other char has the citadel quests but yeah nada.


The fact this hasn't even been acknowledged and them saying they are even looking into this is concerning though.

More than 420 hours, more than 500 maps and not a single citadel, 4 characters 90+. I'm thinking of quitting this game...
