For anyone still struggling or having this issue, return to Clearfell Encampment and talk to The Hooded One there, after his dialogue box there should be an option to travel you to the next area.

Ok I just unlocked myself, in fact your first map you don't have to launch it in your hideout, but in the end zone ‘The Ziggurat Refuge (past)’.

For those still having this issue, the previous post saying to open first map in The Ziggurat Refuge (Past) indeed does fix this issue.

I tried. It doesn't work. I don't have any additional options in the dialog or after the dialog. Quest is still bugged.

Same issue and i am now mid way through act 2 in cruel - will this impact the end game?

Same, can't complete this quest, and now the "world" map always defaults to Act 1, leading to a long loading screen, instead of opening the Atlas, already tried the suggested recommendations in this thread, but can't complete the quest and the world menu always defaults to Act 1

Is this an endgame Atlas map thing or is this during the campaign?
I just started Act 3 and still have this bug.
I've talked to the Hooded One in Act 1 & 2
Talked to Zakira in the Vastiri Outskirts & Adura Caravan.
Nothing seems to work
