Ascent to power quest bugged (in cruel act 2)

You can't talk to Zarka about it in Act 5 Cruel. This is one of the few things acknowledged in the Known Issues post, that the quest text is misleading, as much as it remains this way.

The quest is copied from Act 2 but doesn't really apply to Act 5 and there is nothing to do in this Act. Balbala does not drop a quest item and while you can drop a Djinn Barya from a random mob (or Balbala), it will be too low in item level to earn your third set of ascendancy points.

This quest remaining incomplete will not affect your progress and you will start dropping Djinn Barya of level 60+ in the middle of Act 6. Those you can use for your third ascendancy trial.

GGG hasn't made it easy to find this information, sadly, but it has been raised and answered in dozens of posts.
Bump to fix this again...
Bump, fix it please!
This bug is still happening.
I had the same thing. I don't think its a bug(from unexpected dc). Try to clear remaining landmark bosses at Traitor's Passage to unlock Trial of Sekhemas.

This is happening to me in the new league. I completed ascendancy 1 and 2 and now I am in maps lvl 73 with no 3 floor drops yet ):.

Same here, complete blockage, and after finishing the story, I can't launch maps because of it. Completing Ascendancy shouldn't be a requirement for finishing the campaign.

You need to open the endgame map via mapdevice in The Ziggurat Refuge (Past) in Act 6.

Thank you for the reply and the tip, it solved my problem (it wasn't a bug, just my oversight).
