I did apply quality today and nothing happened.

I assume this is caused by the quality effect being placed in the wrong category. For Fragmentation Rounds(quality also adds clip size), that works fine because the quality effect line is written in the ammo page. But for Shockburst Round, the quality effect line is placed wrongly in the hit page, which cannot affect reload things.
