PoE2 Shockburst Round Quality

The quality for Shockburst Rounds says that it adds additional bolts loaded per clip, and it does not seem to do anything unless I'm fundamentally misunderstanding what it does.

Yup, I've got 10%, 3 clips added, but still only have 15 clips loaded. Tested to see if there were any ghost clips just not showing, and it seems to just not be working at all.
