It's name and then number. If you change your name, your number will also change. I'm pretty sure the numbers are generated using some sort of hash function; they don't seem to be sequential.

They might be sequential in the sense that it's just the last 4 numbers of the sequence - IE my 0284 could be from 20284 or 13990284. Rename then gives you the next number from the sequence... this would likely be testable by two people changing their name at the same time to see if they get a number close to each other.

What makes me think it's a sequence is that kuciol registered like a week after me and our numbers are 0284 and 0426, which looks like a sequence.
