GGG is busy prepping up for POE2 EA
the fact they actually came up with settlers 2 is better than nothing.
should they do better? ideally yes.
realistically, theyre not able to.
GGG has been rather quiet thru out the league. theres no new changes towards settlers 1 either for weeks.
should they do better? yes. but its understandable why they didnt.
It's not really understandable, they chose to make some of the PoE 1 crew work on PoE 2 isntead of hiring more coders, and money isn't excuse considering theyve been sold to a multi billion company :P

If this is going to be a whole event where i have to rebuild the whole city, and all i get is some chaos i don't care about it at all, the settlers mechanic isnt even working that well since your mappers contantly die while you have to dump a shitton of gold to get a t10 mapper again.
I don't want to play for like 8 hours make some divines, wake up next day and see bunch of posts how someone made twice as much as me in an hour because the whole server got a 2% div drop chance for an hour.
And if they DON'T add the div drop chance "individually" it's also pointless because why would i play a very budget version of affliction?
... This has to be the most fomo argument I have ever seen.

fomo in some sort yes kind of, but then still point stands, whats the point for me to grind for 10h per day to get almost the same loot as in kalguur, and if i get unlucky some timmy can grind the same money in an hour as i did in 10 hours because whole server got a divine drop chance when i was grinding few chaos per map, so how is that a good mechanic when its RNG based in a way where you cant really influence it, you can miss it 3 days in a row because you know nobody plays for 24 hours.
If they made it so its different for everyone i would maybe play it, i mean if you enjoy food scraps then go ahead play the event.
