When it happens next time I am going to just open and close Hogwarts without loading my saved game and see if it works, and will report back.

Opened Hogwarts Legacy and promptly closed the game, opened PoE PS5 and Fog of War bug has been reverted again.

This is better than having to redownload the game, hands down. Still very sad that this issue is getting more frequent for all players. It does seem for those not taking steps to self resolve smaller problems that the severity and frequency of "bugs" are becoming more severe.
