edit- are you sure? they have been working on it since 2019...surely they have more done not just 3 acts

But why would they do it? You can sell alpha 2 or beta for another 30 bucks and give them act 4 to 6
I heard a threshold of $480 in supporter packs for early access.

Can anyone confirm?

sure they could do it that way. i'm sure there are some superfans that would pay money just to play 1 act alone...but for me 3 acts is nothing. its less than 1 day of play so for me its not worth money. i rather wait 2 more years or however long it takes them to release the full game
If it is indeed confirmed that it is only the first 3 acts it's really disapointing
"We plan to have three ACTs and end content." Of course, the content will be expanded with updates, and the next ACT will also be implemented.

Regarding the implementation schedule, the developer places importance on user feedback, and if there are elements that need to be fixed or added, they will prioritize them, and will be flexible in their updates, so they cannot give a specific schedule yet. However, they said that one of their goals is to "implement all ACTs in about six months."

They told alot of times it would be full campaign release but seems it will only be 3 acts and the rest will be delayed, either not fully finished or need a bit of polish. Anyways its just early acess and not the full game so whatever, this is just open beta with another name.

GGG did quite a few interviews during Gamescom, and talked about how much of PoE2 gets redesigned every time they change something. Every boss mechanic change has to be tested against every class and gameplay archetype to ensure that the game is still both playable and fun regardless of which class you picked, and major mechanic changes to the game (like the way support gems work) has a similar impact. GGG were pretty clear about how much extra work they're making for themselves by insisting on this level of perfectionism, but both Mark and Jonathan are convinced that it's worth it, even if it means that the beta Early Access isn't as fully finished as they were hoping it would be.

That said... if three acts isn't enough for you to want to pay for beta key, or if you'd rather just wait the remaining acts of the campaign to be finished before diving in, I think that's perfectly valid. PoE1's open beta ran most of a year, and I'm not expecting PoE2's beta Early Access to be any shorter, so waiting another six months or so to get a more complete experience is definitely a way to go. It's not the way I'll be going, but that's just me.

The short answer? Because Grinding Gear Games have never worked way, and there's zero reason to think they'll start now. GGG is not Cloud Imperium, and Path of Exile II is not Star Citizen. Selling supporter packs which include beta keys has a precedent, but at some point GGG will feel the game is sufficiently ready and stable to unleash more testers on the servers, and that's when GGG are going to start giving access to the beta Early Access for free (an "open beta," if you will), just like they did for 3.0's beta, which they've already said is the model here. I get that it's hard not to be cynical about the gaming industry in general, these days, but the team at Grinding Gear really are some of the good ones. They've earned a lot more benefit of the doubt than this.

I may get a free key, but I'll likely buy a pack too. 3 Acts will be fun and worth playing through as different classes to figure out how the game systems work.

V1.00 will not be released before a few months, maybe not before a long long time ..
people paid for cosmetics that grants nothing in the game since 10 years, why giving 30€ to be able to play poe2 earlier would be a problem?
It's a way to support GGG for this new free game, most of the players will play it for years,and for free if they want.
Even if i'm not hyped by poe2 ,i'll pay only because it's nothing compare to some game that are sell 70€ for 15h of game .
