the formula isn't linear but the multiplication for shock effect is its the (1+M) part at the end

Last (I hope) question to confirm my understanding:
- assuming that my 1st hit is doing like 13.8% of shock effect, but i have picked in the Lightning mastery "30% of mana increase increase shock effect" (which is 30% x 400% = 133% ) - - it means that instad of 13.8% shock (for enemy with 10 mil HP) each hit will cause 13.8*133% = 32% shock effect instad of 13.8 (the same damage causing 133% more effect)?
Is it correct understanding?

Increased maximum sock effect increase the highest value your shock can go to, in this case from 50 to 65. Unless you're reaching that cap, increases that increase the shock itself, like the mana one, are probably going to be better for the build.

Yes I think you have basically got the right answer there. I would write it out a bit different mathematically following their equation, but your result is correct for your example I believe.

13.8*(1+1.33)= 32.154

One other thing, just looking a POB, I think the 30% mana calculations are done separately on each node, rather than totaling it all up first. This might make some difference on rounding down to a smaller value for nodes that don't come out as integers. I'm not certain about this, it's just the idea I get from looking at the values in the POB calculation tab. You can look at these on your build. It is the same thing Sadaukar has posted in the image. If you have increase to shock effect, I believe it will add another table under those two tables, called 'Player modifiers:', that list all the value of increase applying. If you have the lightning mastery that increases shock off mana increases, it should list out all these in that table, for each separate source of increase mana you have.
