Not exactly a correct statement. A rough estimate was made by a streamer based on a new record of actual concurrent player reported by GGG at one of the league launches. Looking at steam numbers for that time I believe they said puts the steam player
base at around 40%.

61-65% are steam players, 35-39% are using standalone launcher.

30% is probably a reasonable goal. I looked it up, beating Part 2 is 15%. Getting that to 20% probably a reasonable goal.

I looked at other free to play games and Warframe has a 10 hours played achievement at 25%. Other free to play games seemed to show low playthrough as well.
I think it would take most people over 10 hours to beat Dominus, so PoE is doing pretty good.
