PoE unplayable!

I have an unplayeble Poe perfomance because of stutters and freezes all the time. Ive tryed probably all solutions, ever posted in internet (trying to fix it for about 3 years).

Now ive found a teoretical source of trouble, but i dont know how to influe on CPU cache at all.

My PC: Intel Xeon E5 2667 V2 8c/16t - 3.6 GHz; GTX 1070; 32GB RAM (1886MHz, CL12); SSD 128GB (PoE installed on SSD).

Game settings are shown in video (all default, no impact on problem).

No programs/services running in background, latest Nvidia drivers.

Please, leave comments, only if you experienced and have suggestions/advices/questions. Thank you! High FPS for all of us.

I can still run game in perfect mode and play for an eternity, untill i exit game, but its still not solution, and means that problem is not about my hardware.

EDIT: C0 states solution does NOT work! Thank you.

Xeon e5 2650v2 same problem I think its problem all old cpu ,i just cant play Poe anymore. Thats C0 states cpu problem ,users found it long time ago, but GGG totally ignoring this problem. With disable c0 state cpu game runs perfectly without any statters

i5-3330 same , try all nothing help - everything was fine before the new engine update like 2 years ago.So i think GGG doesn't even care about this problem :)

I have the same problem with an i7 9700K 32GB ram 3200HZ and a 2080 super. I've tried everything but unfortunately nothing helps. but the problem has only occurred since the new league.
If you have a newer GPU driver than April 552.22 it's possibly causing your issues.

Im facing this problem for about 2 or 3 years, tested many solutions about GPU - no effect( so its not about GPU.

If you have had this problem for 2 or 3 years then these specific newer GPU drivers were not even out yet and you've got some bigger issues with your PC.
