If the WI staff makes it into POE2 as a unique, I think it is its ilvl that determines how many sockets it will have, and it will have at most 5.
It might be better if it weren't a unique but a new base that cast a level xx icestorm. Then, 5 sockets wouldn't be an issue [the higher level icestorm will compensate for the missing support gem], and its implicit would be the x% increased intelligence. That would fit in with the POE2 design nicely and make icestorm staves a staple of the game.
What do you think?
(I'm still playing POE2 because it's quite deep even in version 0.1 and I am learning new stuff constantly.)
Number of sockets is not an issue. WI would be balanced around having 5 sockets. whether the Icestorm is lvl1 always or levels up with ilvl of the staff is something the rest of the stats would be balanced in mind.
The question is if GGG is capable to balance WI to be viable.

I think that even if/when WI makes it into PoE2, it and building around it is going to be wildly different unless some things we rely on show up on new classes or a revamped passive tree. There’s no ES leech in the game right now (except for a unique belt that turns life overleech into ES), and with the exception of a unique body armor, only physical damage can leech. Given how powerful PoE2 ES is right now, leeching it would basically be invincibility. There’s also no Cast While Channeling, and given the nerfhammer that the Cast When X gems got, I would expect Ice Storm to be pretty much self-cast only. Time will tell, though, I guess.

CWC may eventually appear; there are lots of unspecified slots
in the meantime, if you want a similar feel to icestorm in poe2, try a frost mage + reaver minion build.

Minions is a good build but not similar. Not all good builds gives you similar feel….WI is about face tanking as much as you can. Minions is opposite I.e. face tanking as less as you can due to help of your minions.

I use an off-meta frost mage and reaver build. The reavers do the most damage, so the grim feast shards drop in melee range. (I keep the frost mages for ranged dps and CC.)
So when doing breach and ritual, I'm in the middle of my reapers!
For bosses, I just focus on evading their mechanics, and for maps, I'm actually normally ahead of my minions. I do evade back through them if things look dicey though.

Well, this build itself is really tanky, however most ppl won't go for end-game gear, but rather budget one. Sadly only T16 are maybe achieveable bcs of this. It's another ultra expensive build. What I am looking for it is tanky but not so expensive build (up to 1k divs max) for T17 bossing.

Well, first of all cheers to the creator. Always wanted to try CI build, and was kinda "why not". Really enjoyable.
Need some advice though. Currently running T16 Red+Deli (Toxic+Jungle), my favourite no-brain strat while watching movies. I have enough survivability to facetank almost any mob, but my damage feels mediocre at best, especially on some yellow mobs. Any advice on how to fix this with all my 30 divs left?)

This late in the league, the economy and finding items is rough.
That said if your main concern is rare and unique monsters, you have only CwC staff. Get another WI and gem it for self cast. See the first post under Sockets and Links -> Weapon.

Well, 2nd staff i will put together, but generally speaking T16 should be done with Cyclone setup.
Got myself Astramentis, realistically I can get +% Int helm with Hunter influence, but that's about it sadly( Those crazy mirrored jewelry is kinda out of reach((
