How to Get a Cluster Notable in the Right Place

TLDR, there seems to be two different lists on PoeDB. The modifier list apears to be accurate,

the other list that some people are using

https://poedb.tw/us/Cluster_Jewel#ClusterJewelPassive

has a different order. It may be that it is just "Skeletal atrophy" that is out of order, but it seems that at least in that one case there is a conflict between the lists. In game cluster jewels are following the order on the first list.
