Solution:
Add multiple tiers to most Flask modifiers. At higher levels, Flasks now have much more powerful effects available. Flask modifiers that increase Armour or Evasion are now weaker at their first tier as the changes to Armour and Evasion below make them more powerful. These changes allow us to restore some of the power that was removed from Flasks in 3.15 without affecting the early-mid game so much.
Fingers crossed I actually value armor now, other than aura-stacking determination+grace+iron reflexes.

Even if that fails, feeling more positive with fixes/changes so far.

I really want to enjoy 3.16, reach 90, and buy a supporter pack. This is a make or break for me, but I'd really like to enjoy PoE again. Also wear the t-shirts. Sounds melodramatic, but I legit haven't put them on since 3.15.

Immune frozen from pantheon, or an aura for element immunity (50% now, but that seems reasonable really) are the fixes I wanted to see with 3.15 nerfs. Again, fingers crossed for parts 2 and 3.

Well...who really cares about it? You do whatever you want GGG and People will still play 20 attacks per second build. Just kill maven 4, - maybe ten second slower. What are you trying to achieve? More builds being viable? Balance of what? Turbo clear speed meta?This is the problem. Not the flasks, defensives and EO and EE. If you dont break the rule "kill all content in few seconds" there is no point of adding anything. This is just getting game longer to progress what you do and nothing else which forces to be even more faster, as its only 3 months leafue. And of course its cause game harder and more.frustrating for not 8hours per day gamers. I really dont see the point of those actions. All you care here is damage and mitigiation for few seconds. Then next phase,again few seconds and another phase. Did you balance this? Do i survive if I need 3.minutes for one phase sirius a8? Will flasks protect me in "DIE!" Moments? How those flask changes will help in fights with uber atziri when im slow? I dont really see your point. From where did you get those problem list? I will build glass.canon with abyssus and tons of dps and dont really care how the flask works if I kill every endgame boss in few seconds. And who cares about early and mid game?speed runners,you and who else? As game is designed for softcore trading this doesnt really matter whats going on early and mid. Just rush to endgame with no res and defenses dying here and there with those starting builds. Skills are unbalanced...heavily. Trading is awfull. And you balance flasks:F wtf? I wonder what do you bring tommorow...

Not remotely worried. Because I'm committed to not spending money until I hit 90 in 3.16 and can say I enjoyed getting there.

Worst case, they do what you said and I'm out until PoE 2.0. If that still happens, and I won't spend before I enjoy it then either.

But I have hope, I've enjoyed a lot they've done in the past and I'd like to reward them for personal enjoyment of 3.16.
After reading though it the formatting was really nice and I can't really see too much at all I disliked. Maybe I thought the flask movement speed mod could have been a bit closer to the old highest, but I'm splitting hairs here, this was an enjoyable part 1 of the balance manifesto. Good job guys.
Finally, first Manifesto IN YEARS I read without fear or hurting myself. This is the way we intended you work on the game, addressing power level with fixes (like immunity, but less duration) not with nerfs. Good job, waiting for tomorrows Manifesto with a bit of enthusiasm.
changes look good so far. increased duration of flasks combined with ability to gain charges without actually killing something are huge leaps ahead for poe. been wanting these changes for years.
